Those special effects are the reason for the bad performance. For a game with this level of gore (or any game really) you should be using blood drawn with vectors, with no effects. With the blood that's in the game now, I get lag with as few as three enemies, because of the amount of processing required for the effects (this is also a low-end computer, but so are many of the computers it will be played on). If you need reference for drawing good looking vector blood, there are plenty of games that have it, and you could probably ask around the art forum, too. If you need convincing for the speed difference, look at Portal Defenders. The blood in that game only disappears after the clean-up minigame, but after two waves of enemies, it still runs at full speed.
People overlook how slow filters can be. When Pwong first came out, it was completely unplayable for me, even though it's a pong game, because the filters were so intense. At some point the author realized "HOLY SHIT THESE FILTERS ARE WAY TOO INTENSE" and toned them down, then the framerates went up. but it's still not optimal.
Feel free to keep the filters wherever you use them in the menus/preloader/game over screens, though, because there the impact is less noticeable and also less important.
Other than that it looks like a decent engine. Not terribly interesting to me, but it isn't my favorite type of game to begin with.
