North Korea just wants some attention, and some aid. Their country is really poor and they can't do anything about it. The number of forests is dwindling in N. Korea because the people are so poor that they go out and eat the bark off the trees. They lack many resources and are constantly being watched by the rest of the world. Now simply put, we cannot nuke them even if we wanted to because they also have allies. They are also not allowed to have a nuclear arsenal when many other countries have enough nukes to destroy the world many times over. Combined, Russia's and America's nuclear weapons number about 27,000 or so, this is alot smaller than it was during the cold war. Russia has also started upgrading their military, "modernizing" it, they are planning to make more nuclear subs, but when they announce that they are planning to do so, everybody flips a shit. Other countries have been building up their military for quite some time, and even going to war, for example, America. We just see it as a regular thing to build up our own army and defences, but to the other countries it looks like we are the threat to their existence, so the only logical thing to do is build up their own military for when the time comes, they too could be attacked by the United States.
