If you indeed know that you are using AS2 and not 3 then there is some problem with your interface because pressing F9 gets you the Action panel in all versions of flash (that I know of anyways).

I am pretty sure that flash is not able to do that sorry but you could try to convert it to a bmp and then import it in another program and then save it as a HQ jpeg.

To feature things on the frontpage you have to have an awarded flash (UD and TOW not included) and/or frontpage flash.

The reason that you "forgot" how to do it is that when the system of frontpage news from the artists was first made everyone could do it every few week but it was decided that it was stupid and a new system was made now only people with awards get to post frontpage news.
