Ok so the way to keep alternate accounts off of the BBS is to make a limit to the BBS. Basically my idea is to make it so that only profiles level 3 and up (or 5 or whatever) can use the BBS. This way if someone wanted to make an ALT they'd have to spend a couple days or so to be able to post, by that time there ban will probably be over and they'll eventually just say, "screw it" and wait like a normal NG member for the ban to be lifted.
