Not necesarily true, what about a cross contour drawing? I asume this is just a style he/she's chosen to do it in and the lines on the face are consistent with the rest of it.
The only thing that bugs me isthe eyes, the fact that the pupils are almost the same size as the whole eye, but apart from that if this is for a storybook it would work really nicely. Post more!

Your line weight isnt the problem, its getting there. It's your exaggerating, your upper body is great! But the chest down is way too small compared to it. I'd suggest redrawing it or editing this one to give him bigger legs, also making a gap between his legs so it doesnt look as stiff. You've exaggerated the hand so to balance it out exaggerate the calf muscles or the size of his feet so its a more balanced design. But really good line weight, color and shading! Keep at it!
