I understand your concern. I go crazy when characters (specifically in anime) just have screwed up anatomy. However, I envisioned this character having an extremely thick, exaggerated neck. I aim to draw in a cartoon-like art style which mean that most of characters have exaggerated features. This sometimes means that I have bend reality a bit in my designs. I'll probably give him more outstanding shoulders in the future, but I just wanted to let you know that I wasn't shooting for realism. Thanks for the tip though!

Thanks! I definitely need to work on the lines. I think I'm gonna start making them a separate layer so that I can fine-tune them.

It's a little bland, mostly. It's just Sanji, looks like it's been copied directly from the book/television shows and is just sloppily traced over and colored hahaha. That said, I'm a total One Piece geek and you can bombard me with characters all day. If you're going for this hard-edged, outlined style, you should learn to use the pen tool. Youtube has great resources.
