This would be super easy to do if you were using Toon Boom Studio. All you would do is export your different scenes as movie files with different frame rates. Then, create a new scene for all of them to be stitched together, and this one would have your desired final frame rate. Then you would just import your movies into this file, and it would adjust the exposure of the frames automatically to match the new frame rate.
