Driving with due care and attention means just that. If you see an obstacle ahead, whatever that might be, you take account for it, it doesn't matter if it's a puddle. The same sort of rule applies when it comes to not slowing down for a corner that's clearly marked and results in you going through someone's garden (though that could also fall under dangerous driving.)
It's a grey area when it comes to proving some of these offenses unless it's observed by the Police or by video footage, because any manner of things could be happening behind the wheel, like the driver passing out or whatever. The fact that this was all filmed from WITHIN the vehicle with accompanying commentary makes pushing these charges all the more easy for the authorities, though, it's a no brainer for them.
With every obstacle or potential issue on the road in the UK (or beside it, including pedestrians that might be harmed by what you're doing (like driving through something like this puddle at speed, which could potentially cause an accident of some sort)), you either slow down and go through or around it slowly, or slow to a stop before waiting to make sure you can pass that obstacle without hitting an oncoming vehicle, pedestrian etc.
You can see from that video that the driver does neither. I'm not saying that the video isn't funny, I'm just not getting why all of this is so difficult to understand.
