This scene left me with a rather shocked/worried feeling. It made me feel really down watching all the people try desperately (and failing) to run from me and my commrades as we slaughtered them. It carried a lot of weight behind it because never before have I had to mow down so many civilians in one place or time. It was just a strange feeling.
And to those saying GTA was no different... Yes it was. I played those games with the intention of not killing all the civilians I came across. My real target was the challenge the police offered me as resistance grew and the missions therein. Plus, they'd just run away comically or yell funny-ass one liners. The civies in "No Russian" did not do that. The direness of the situations compared are not realistic to me, and therefore are completely different.
