Actually the feds determine what class a drug is Cali is pretty much using "States Right" (the unwritten rule that says a state does not have to obey a fed. order)The feds don't go after med. users but doctors who proscribe herb and dispensaries that sell it are targeted.

Officially it is illegal because it is a "Gateway Drug" though as above their are other legal drugs that can be considered gatway drugs

As for WHY well there is along history as to why it was made illegal but as to why it is now my guess would be a combination of
1. law enforcement needs jobs
2. The government never admits it is wrong never
3.creates an "invisible class" society( in the US you can be convicted of anything but possession of a controlled substance and get a Fed. grant)(It can be difficult to get a job if you smoke)
4.Justifies "War" on Drugs before these policies many of the tactics commonly used by law enforcement were considered unconstitutional& they did not have "occupational immunity".
5.I believe George Carlin said "the decisions been made it's all a big club; and we're not in it"
