Shading can influence the "mood" of an illustration very much. Prominent outlines and cel-shading (hard shadows) usually result in a more cartoonish look, while paintings with detailed lightning look more realistic and can appear much more dark.
Your best bet would be to look for tutorials like these.
I'm sure there are some art forum regulars who can toss some better tutorials in.

His head moves very awkward and is a bit dislodged from his neck. (Even though you didn't draw a neck, it's still a joint connecting the head to the body) I don't know what you try to aim for with this character style though so I won't go any further.
You should probably also reconsider the parkinson-esque movement of his gun-arm because it sort of distracts from his gestures, which are the main focus of that scene until he fires.
The animations and visuals are very basic, try to put more weight into your movements. I'd also recommend you draw the character more detailed as the visuals of a movie are usually the first thing that determines wether the audience looses interest or not.
Try to improve your drawing skills especially in human anatomy because once you got that down you can develop your own character designs way more easily, even if they are cartoonish or semi-stick figures since those are all derived from realistic anatomy.

Depends on what I'm animating. I currently work on an animation about North Korea so I ironically listen to japanese stuff.
I also like to listen to music that makes you feel like you know what you're doing if you know what I mean. Music that tells you "I'm a pro." Serious business music. Whatever you call it.

Since this is really short I'll go into nitpicky detail:

- The length of the top-right horizontal spike of his hair suddenly changes when he pulls his hands out.
- The size of his hair in general decreases towards the end of the animation.
- His legs bent into an angle without the rest of his body moving accordingly.
- His mouth gains a fold for like 3 frames.
- Outline thickness changes alot.

All in all the movement itself looks good, the eye smear frame really adds to his eye movement. You should work on making the characters' shape (see hair) and outlines more stable.

I thought really hard about this and realized that no villain I have ever encountered really satisfied me 100%.

In the end I settled on Zant from Legend of Zelda: Twilight Princess. I love how he is portrayed as cold and sinister throughout the game until you confront him in the twilight realm, where he totally catches you offguard with his insanity. Ganondorf is my #2 just because he wins the most badass-way to die award in Twilight Princess, standing upright with a sword through his chest claiming that this is not the end.

I've noticed that I mainly tried to remember villains with non-cliché motivations, but the ones who are driven by their lust for power seem to be more memorable.

I'm just getting into ToonBoom myself, but yes, it's much more advanced. I believe most television cartoon series are made using Toon Boom. Except for My Little Pony.

You would be surprised how (relatively) many cartoons are done in flash nowadays.
