I don't know if it's an advantage, Flash uses vectors instead of pixels. This means that you can edit the drawing in any way you can imagine, without losing quality. If you make the image bigger in the pixel-program, the quality decreases since the pixels become visible. The way I see it, vector-based drawings are easier to manipulate and form into what you want. That is, when you've learned how to decently work with them. But that is my experience.

It's because they did it right away. If it's done gradually (for example: first make them very hard to obtain, then restrict/ban certain military grade weapons, then the same for automatic weapons, do so for every class of weapons, until you've got nothing left, or very hard to obtain weaponry) it might work.
