He means he uses references (helpful pictures of what you want to draw) and he takes from that stuff., Good lot of us reference. I, for one, usually reference a difficult pose or muscles, etc.

I don't think that you have to be "good" to make an art thread and post your stuff. After all, there are some people on the forums that aren't and they have their art thread, and thats cool

If you are keen on improving, however, I would say practice. Yeah, I know, its pretty generic. But seriously, draw from more references and try to get the feel for things. Try to imagine the picture you are looking at not as a whole, but as shapes and all that stuff. Work your way up, I guess.

If I said the exact same thing as Cubles, which I doubt I did, but still, its cuz I cba to read whatever he wrote. Soz. :/

I've found that opening scanned images on notebook paper in a program such as photoshop, SAI, or Gimp and messing with the brightness and contrast will be able to save your image while getting rid of the nasty lines. Works best with pen and inked B&W drawings, but it might be worth a shot.
