It does matter. Nanoparticles have been implemented into many areas of both scientific research and real life. Easy example, Titanium Dioxide (OP's substance in question) is used in sun creams as it is very reflective, so helps reflect harmful amounts of UV rays. They can be used in scratch resistant glass to actually repair itself. They can be used to administer medicines and drugs around the human body without the need for often dangerous and painful medical procedures.

Google anything on Carbon Nanotubes and you'll see how much they matter, and that's just a single variation.

A millimeter is 1 x 10^-3, not -4. It's also standard form, not an indice. I.e. 10^-2 =/= 10 x 10^-2

When they say nanoparticle in this context, they simply mean a particle of diameter less than 100nm (1 x 10^7 meters). The size of the atoms aren't changing, nor the size of the nucleons (protons and neutrons), but the size of the groups of atoms. This is because Titanium Dioxide is an ionic compound, so it isn't a single molecule, but a mass of atoms held together by the opposing charges of the ions. A nanoparticle will just be a mass titanium and oxygen atoms that is smaller than 100nm.
