Do you win according to the round score or tallied score from all the previous rounds? And If lets say I had a shitty open round would that bring my score down affecting my chances too win?

I'd say set it to 40 smoothness, the the smoothness takes out inconsistencies and makes your line cleaner, so you should set as high as you think you can with out loosing control.
Also a lot of cartoons would use the pentool. Also I believe most are done in toonboom not flash, but great results can still be achieved in flash.
Also the quicker you can draw your line the cleaner it will be.

Your advice is really good.
One thing I would add is if you want clean lines and more detail you can draw zoomed in. When I need clean lines I will zoom in like 400 pecent. But one thing about the pentool, I have a bug i think with it sometimes the line wont show you its drawing until you pick your pen up and then line finally appears it makes drawing very difficult and the line has trouble closing (I cant fill it) I've tried all sorts of setting but these problems do not end any suggestions?

If you want lines like professionals get a tablet that professionals use. Large/XL Intuos4/5 or a Cintiq you can get an older model for close to nothing on ebay but it will get the job done.
I use a bamboo and it is dreadful. The reason i say that is I had a intuos before and it broke so Ive tasted the greatness. I'll be upgrading to a cintiq soon and i couldnt be happier!

Keep practicing man. There's no feeling better than drawing on paper you definitely improve faster on paper when your free from the deadly internet.

I use Cs3 and used to use Flash 8. Honestly I cant tell much of a difference the only one i can think of is the brushes are smaller on Cs3. However, Cs3 is a step up from flash 8 which allows you to down-save as Flash 8 files. There are a couple weird shape tools I don't use but if you do frame by frame the tools are useless, and there are newer tweens i believe but again with fbf their for the most part useless to me.
If you are Paying for cs3 dot bother there aren't enough additions to the software from flash 8.

Summed up. Not many differences if your paying for the upgrade don't bother. If its "Free" go for it, it can't hurt. :)

This isn't good at all. Take your time next time or if your better with flash use it.
The animation has a terrible lag. the clouds are moving in all directions and appear to be moving fast as well. I dont get why there's a floating.... Plant is it? The clouds look like they were shodilly painted and given a blur so you couldn't tell.
