I think you may misunderstand how a flat tax works. People are charged the same percentage and not the same sum of money. For sake of illustrations let's just say the tax rate under the flat tax is 10%. This means if person A) makes a million a year they'll pay one hundred thousand in taxes, and a person who makes one hundred thousand a year will pay ten thousand in taxes.
With a flat tax in place, it eliminates many of the loopholes and tax sheltering techniques, as well as making it a hell lot easier to compile, unlike the progressive taxation. People who have a higher income will still pay more, but everyone will pay the same percentage as I said earlier.

Sounds like an interesting concept, it would make taxation a whole lot less complex due to their being only one collectable source of income for the government. Personally, I'm a for a flat tax where everyone is charged the same percentile regardless of status or income, but that's just me.
