As far a being illegal, I'm sure it is, because neither the federal government, nor the states is going to inspect dog and cat meat for consumption, and as for wild game, I'm sure there is not hunting season in most states for dogs and cats, except for maybe coyotes, wolves and foxes, which are basically dogs.
If someone was caught eating a dog or cat, provided they did not kill someone's pet, then I bet it is very unlikely any county, state or federal attorney is going to bother with pressing charges for consuming cat or dog meat.
