GTA 3 and vice city are on xbox too. I like that it comes out on xbox long after ps2 cuz its not so buggy anymore. Side by side playing vice city on xbox and ps2 you would be AMAZED at how much smoother it is on xbox.

I dont know of something that is free, but you can get a free trial of Animation Shop at JASC. They usually package it with Paint Shop Pro. At least they used to. But I am too lazy to actually check for you :)
