Just watch tutorials, learn, keep watching tutorials, keep learning, and you will make great things!
First learn to draw, use the style you want, then, start animating, first tweening but later frame by frame too, and learn how to combine the two techniques. Also learn action script if you are interested in games.
It sounds esay but it is difficult, but with time and dedication, anyone can do it!

Yeah but it doesnt look very good, when the arrows turns red the image is very bad. You could have used transparent background, it is much better.
