The best program out there Adobe Flash, you can get it here though it's pretty expensive (it costs US$699, though you can get a discount if you're a student).

Then you need to learn how to use it. For this there are a lot of tutorials out there on the web, but you can start by watching the Newgrounds tutorials.

There are also some free alternatives, but they are not as good as flash. Liveswif is one of the most used free programs.

It was just a few months ago that this happened. SInce we wanted to have our members to be familar with the whistle system. We were getting some memebers who had no idea how to use it. To be more specific, it was on 3/13/09 that a poll showed that most Barracks members thought it was a good idea to have a Bronze whistle as a requirement. You can read more about it on page 1022, there were several interesting things going on in the EGB at that time (the rollcall, SlashFirestorm became the Chief Barracks Officer along with other changes in the Officer List, the reduced version of the code of conduct was introduced, requirements for joining were increased, etc).

IRC stands for Internet Relay Chat, and can be accessed from a mIRC client such as this (you can download it from there, there you will also find more information about how to install it). From there, you connect to a server, and then to a specific channel (all the information about how to do this should be on that website).

Oh, I love all this talk about the clock day, it's so exciting! As I said I won't be worrying too much about the points, I'll try to have some fun and watch some cool submissions. Because even if it's a day when many people will submit below-average stuff, some great flashes are submitted too.

It's the same as when people trying to sell a product will always be kind with their customers, whether they are serious or not about buying something. If you enter a store, and see the store clerk being rude with someone in the store: even if you don't completely know what's going on, you will prefer going to another place next time you need to buy something. Or at least I would.

It's the same as when someone comes in and sees a reply like that. They may not know whats going on or whether the person who asked to join was being serious or not, but they will probably feel intimidated.

But of course, we're not trying to sell something here. And yeah, it's a pretty stupid example but it just came to my mind, lol :P

The reason why you can't join is because currently you do not meet the requirements. These are the minimum requirements for membership:

1. A Blam/Protect rank of "Private" or above (2,500 B/P minimum).
2. Advanced Whistle status (Bronze or better).
3. Sufficient posting quality (minimal one-liners, intelligent posts that contribute to threads, etc).
4. Sufficient review quality (helpful and civil, with constructive criticism, regardless of the flash or author).
5. No outstanding bans or recent disreputable behavior.
6. No zero-effort flashes (static images, single frames, tiny loops, etc) after 1 January 2009.

You can find more information about the EGB recruitment guidelines here. You may also want to read the Barracks FAQ.

Feel free to apply in the future once you meet the requirements. Meanwhile, you may want to consider joining the NGPD when you reach the Security Guard badge (400-499 B/P).

Yeah, the Xbox360 and the PS3 are pretty much the same. The biggest difference when it comes to the games catalog is that some games are exclusive to one console. I never got my hands on a Xbox, but I feel pretty comfortable with the PS controller.

Despite my work schedule picking up, I have dropped off a bit on reviews - but I am quietly voting and blowing the whistles when I see a clearly obvious violation. I spend a lot of time online for my web development projects, and the Portal Guard program is very helpful in keeping me up-to-date with all the new flashes coming in.

Yeah, Portal Guard is great when it comes to that. You can be working on any other thing without having to refresh the portal constantly, because you know that the PG will notify you as soon as a new flash is submitted.
