If theirs monitors in every single room. Yeah it would help. But if that were the case the shooter could just see who is running and kill them. All the shooter would have to do is kill the people around the monitors for the camera then just go nuts killing everyone. Camera quite literally would do nothing to save lives.

Cameras are not much help.

- There could be multiple shooters
- They could barricade/guard exits
- They could set fires, preventing escape

Every letter of the alphabet is a symbol. Words are symbols put together. They have an agreed upon meaning to a group of people. Yet people get seriously offended if photons are emitted from a light source, reflect off of the symbol, and travel into their eye, producing an image in their mind that has no meaning, but the meaning that society gave them. Same with spoken word. it's just vibrations traveling to your ears that produce a sound in your mind, with no meaning but the one you've learned.

That said, if I were to produce sounds or written symbols that look like "I'm going to kill you" I could go to jail because someone interprets it as a threat.
