The people producing the food are in complete control, but I wouldn't want them to live like kings just because they are lucky enough to be in that position. On the other side, the rest of the population shouldn't get completely free handouts for not doing a damn thing.

I would probably try to set it up so that the ones with the most direct control/access to the production and distribution wont be overpaid out the ass. Ripping of democracy, the positions would rotate, so you don't have the same prick in there for years. Also, if they abuse their power in any way, kick them the fuck out.

Just sell the food to the rest of the population at a fair price, not for profit but enough to pay workers and cover production costs.

There's virtually little difference aside from some bare colors. What are you trying to get out of photoshop here? I don't think it's your photoshop skills that need improvement, but your drawing skills. It looks like you drew half a face, and then just drew one right next to it.

I'm guessing you're trying to go for something like this?

Too many unnecessary details, simplify with bigger brush strokes. You don't need such thick contour lines, the difference in value will serve the same purpose.

Did a quick paint-over to show that you do not need so many details, simplified brush strokes sometimes work better. Straighten the gun out.

I'm not sure what to say for the pose... it looks strange and awkward for some battle jump. I think it would work better if the characters arms were spread in a T shape (jesus style) above his shoulders, as if he's jumping down.

Sorry for the size, had to make it smaller for NG.

Yes you can, others did it before you, they did nothing that you can't. The reason is because you just make some thick marks, and that's it. You need patience, I bet people who drew with a mouse spent hours. Use a small brush, take your time, get reference.

Hell, nobody even says a tablet is the same as a pencil. Even if you drop $1000 on a high end wacom, a pencil always has better response.

Anyway, I've taken a look at some of your other stuff and I'd suggest you should try to get regular anatomy right before you start exaggerations. If you just start messing with body proportions, don't just randomly change proportions, have a reason behind it. In cartoons, brute like characters often have huge torsos, square faces, huge muscular arms and tiny legs. A slightly build torso and bigger than average arms with the rest having normal proportions make for the hero archetype. Think of what you're aiming for when doing these kinds of things.

I remember seeing a cartoon model sheet explaining how to draw child like cartoon characters, showing how there's a rule for large heads for the cute look. If I could get a link to that, it would help in explaining my point.

Arms are tooooooooo damn huge, head too long, legs too short.

What's your goal in exaggerating the anatomy? To make him look like a dumb brute (TF2 heavy), or perhaps you want to make him look tall and thin? Certain exaggerations give off certain messages, so what exactly do you want to show?

Also the shading and the pose look kind of flat.
