@OP, save the original file as a .jpeg (or .jpg)- file and upload it to the art portal using chrome or firefox, as stated above, if that doesn't work, tell us what error you get

I wouldn't put too much weight in the art portal rating system, since there are so few voters, each vote get too much of an impact for the rating to be accurate.
If you want decent feedback, try posting your artworks in the forum (here) and ask the community for honest critique.

You should probably include in your request what your website does, who it's for. And perhaps a few thoughts on what you had in mind for the logo (if you had any)

Pretty much this.
An average flash submission under judgement will get around 200-500 views, thus making a decent fundamental for judging the flash based purely on votes and reviews.
An average art portal submission though normally won't get off the first page with more than 150 views, and even fewer votes.
This gives the voters a much larger impact on the submissions, thus making the save/blam function not optimal.

It looks like it's advertising for grey skulls with small, red and blue eyes.
The focus starts at the skull, before going down to "LIFESTYLE". I didn't quite get what it was for until I read your post explaining it. Unless that's like the logo of the shop (and everyone recognizes it), you should probably add something people can associate with skate-/snowboards.
As for the layout, I actually prefer the 9x6 layout. It has clearer grouping and contrasts (Size and shape between the head and "LIFESTYLE", as well as the colour contrast between "LIFESTYLE" and the icons on the sides). I don't like how the number is just floating up to the top-right corner though, if you're gonna break the symmetry, be a bit more bold and perhaps make a a point out of displacing the different elements.
Apart from that I think it's a pretty good layout.

Although I can to some extent agree that animation and art are quite different and should be critiqued as such, I think you're forgetting that animation is basically a bunch of still frames stuck together. Drawing skills is the fundamental skill you need to build animation skills upon.
Now on top of this, you're asking in the art forum, rather than the forum dedicated especially for animators. For animation you need to strip down the details to a level you can deal with. Try not to overextend, and add in more details than you can cope with. Instead, try making your character as simple as possible, adding only the details you need.
Most animators sketch frames before they draw them finished, I suggest you do the same.
Regarding requests, I'm perfectly fine with no requests allowed. There are plenty of sites where you can put requests like that, some where people specialize in the subject (logos, cover design, etc).
There could be a database of web sites that takes requests like that, and we would just link to that database.

I liked the first floods icon because I could add on the icon instead of putting it obnoxiously in the edge but hey, that's just me right?
Also, the flood doesn't strictly speaking need a theme, only really an icon
I suppose a theme helps, but it really should flow naturally from the icon.

A logo design should be expected to cost no less than $50 anything below is almost an insult to the designer (e.g. thanks for the logo, here, go buy yourself a pack of gum)
there are sites where you can create contests for logos, whereas the minimum is 200 dollars. Now why should we even consider this offer when there are so many other "freelance" offers that doesn't pay with peanuts.

not too sure what you're asking for here, but I'm guessing you've made a font in flash, and want to convert it to a font file?
If so, there's a few ways to do so. I dont' know if illustrator can make font files (if it can, please tell!) but I do know that certain font programs can vectorize a png image and make a letter that way.
As far as I know, there's no easy way (if any way at all) to make a font with gradients, but I could be wrong
I know that certain images on places like flickr can't be downloaded without a bit of a hazzle, if that's where you want files from, then you should probably contact the author of the image, or find another one as taking a screenshot would be rather dodgy. If it's allowed to download, there should be a button that says download somewhere on the page.
If you're not taking it from flickr, then you can just try to right-click the image and select copy file and paste it in MS paint.
That, or you could right click and press save image as ... and choose where to save the image.
I said this on stickam, but I thought I'd put it up in the forum as well.
If the redesign launches before, or at the day of the flood, the background colours won't match, same goes if they do another chinagrounds-esque thing, which I think is worth a thought or two.
I suppose a transparent background would do, but the icon is already 'set' in the first post so I dunno

Don't really know what style you meant by watching the examples.
The folder contained simplistic and stylized illustrations, refined and polished illustrations, photographies, 3D art, watercolour and whatnot.
