I think I said something among the lines of "free information, except where lives are at stake". I don't think much needs to be hushed down at all. In fact I believe it's important that as little as possible remains a secret. Given a governmental system is secretive enough, congressional oversight committees may be worthless, and whistleblowers few, far between, and persecuted for their heroism.

I think people should have the right to know just about everything save information that will put lives at stake. I believe a free flow of information is absolutely vital. The risk of corruption and foul play going undetected at any scale is a horrible thought, and I can't think of any more effective ways of combating that than a nearly completely transparent government.

Seems like a really brutal way to go about it. And perhaps a bit silly notion considering the amount of money the government pumps into arms.
I'd think investigative journalism, transparent government, and right of free speech would be much more effective ways to go about it?

Nothings stopping you from uploading it to the art portal. If you want to have an image on your profile, you can create a news post, and attach an image to it.

There is no such a thing as a "perfect tutorial", or guides that will have you make "perfect" art. If you want to get good at drawing, your best bet is to actually start drawing. There is no definitive way that is the absolute best, and it's entirely up to you to practice and hone your skills.
On the subject of the request, it seems no-one here is willing to spend their time on it. Looking for other places to ask is probably a good idea if you want it done.
I haven't really studied what mood I am in when I listen to what music, but I believe I generally tend to put on stuff that compliments whatever mood I am in at the time.

If that is true though, it sounds to me like the age of consent is really 16 with an asterisk, and then another one at 18; rather than just 18.

I hope you don't mind, but I messed a bit around with some of your pixels.
For the first one I just changed the colour palette to be a bit more uniform. The most obvious change is the dimmed down ground, but I also bumped up the contrast for the greys and reds.
On the third frame I moved the view towards the left to align the character with the rule of thirds to give more space to the scenery, and to strengthen the impression the character is looking towards the distant lights in the horizon.
For the last panel I went ahead and edited the cliff and took a go at cleaning the robot up. The idea was to give a clearer impression of the shape of the character. I simplified the background because I thought having too many pixel clusters there would take attention away from the rest. I also took away the brightest red and the colour of the background lights.
Some of the changes may not have been for better, this is just a rough idea of how I'd wanna change things around.

If you disregard pregnancy, sex on its own isn't all that big of a life decision. Proper education and free prevention available should stop most unwanted pregnancies.

About finding time, I don't know. Most of what I do I post in this thread, and judging by the long stretches of time between each post, I don't really draw often at all.
