This forum is probably stock full of articles about how "you mother fuckers can't do shit" regarding "that pansy fuck ass blam point system". Well, the problem is the little pricks who blam things for no reason am I right? And the people who post movies with dummy accounts, just get blam points for their account
So why not have a penalty for always voting low? Since you now choose your allignment through your profile there should be no problem with decreasing the value of votes based on your average rating. As it is most people should be voting pretty evenly, if not very highly (there are tons of great movies out there!).
So, why not treat an average voting value of 3 and above as 100%, 2 would be 66%, 1 would be 33% and 0 would be 0% voting power, this would be a modifier to your experience based voting modifier. This would however only begin to take affect based on a percentage of your everyday votes, if they are consistently high and you then blam one of two things then you won't be penalised, but if you are voting low then your vote modifier will quickly change.
As for the dummy accounts, if someone is consistently rating a specific person's work poorly then a modifier should take effect. If someone has 100% of their work blammed after they have post X movies (5?) then they should lose the ability to post new movies for a certain period of time, or they could be deleted if you're malicious >:-)
I would try to think of formulae to incorporate all this but it is late for me :(
