Okay, first off, do you have a dynamic IP address, or a Static Ip address.
2nd Look on your modem, your default gateway is on there, type it into a browser, mine is 192.168.X.X. X being numbers, nut sure if its vulnerable info.
3rd "Repairing" your net connection doesnt change the IP, it renews it, well it depends on IP type...
