It sounds like the problem isn't in the settings you have in flash, but in the file before you import it into flash.
download Audacity, if you don't already have it.
resample the file and then export it out of the program with the proper settings you need for your project.
make sure you copy the original file and then rename it something else, so you don't overwrite it or something.

If you want to do what is suggested like I will be doing, here is the link to last years preloader, so if you are lazy or don't have time, I will put a link in here after I have fucked it up. Then you can download it then laugh at me.
