yes, a city in England where a few people probably get murdered on a yearly basis, compared to a city that has one of the highest murder rates in the US, and with ghettos that are horribly plagued with shootings, stabbings, and abandoned buildings.
There is no place in Europe that can compare to Detroit. I doubt that you've ever been to a real ghetto, or driven through one. I have, several times, and I can tell you that it will make those "bad neighborhoods" in Europe look like happy places.

Now a bus fell 100 feet from a bridge and killed up to 36 people, and wounding at least 10 others.
Wow, what the hell is happening with this world? (especially Europe) Lots of issues with trains and buses.

Apparently the gunman, Pedro Vargas, shot mostly random people in his apartment complex. His wife was the only relative he shot.

The gunman caused the mass murder due to claims of being harassed due to his race. The gunman committed suicide at a stand-off with police one day after the mass shooting at his workplace. Friends and relatives of him described him as a "great father and person" who was a churchgoing man and even hosted a Christian radio talk show where he preached nonviolence, especially against women, despite killing 3 people and wounding several others in a chaotic shooting spree.
Do you think that "good people" will still remain "good" despite doing something horrendous as a premeditated mass murder in which the gunman pumps bullets haphazardly at people he doesn't like? Afterward, many of these shooters will end up taking their own lives sometime after the events.
I think the "good things go out the window when you start shooting people" saying is quite accurate.
