You can only vote on submissions for experience once per day. The next Gold Day is when the next day begins and you can deposit your experience for that day.

Well yes, border control is a bit of a problem isn't it? I meant as in making sure a system of procedures is in place, so that when the symptoms arise, hospitals, schools, etc. will know how to deal with it and hopefully (key word hopefully) keep it from spreading or at least slowing the spread.

Yeah, I'm pretty sure that its ok to do that, just don't do any of the things i mentioned before and you'll do fine.
I believe you can. Unless you use to spam, get around bans, vote multiple times on a submission, etc. If you do that you can get all your accounts deleted.
