If you draw inside the pasteboard it'll expand, that's a feature of flash! It's that simple! The swf doesn't show what is in the pasteboard but only what's on the stage! If you want to resize the stage easily to 100% just doubleclick the magnifier or change it to 100% in the right upper corner.

Srsly what is there not to understand?
