I think if vice city had gta3 missions and maps then it would be much cooler. But it would have to have the new stuff from gta vice like: Tommy talking, better guns, better cars on the first island the grahpics, the options of going in buiolding and robbing stores and buying property that would be a cool game or as someone said early if u could fly to vice city by plae (at the airport) or take a helichopter talking about getting past sercruity with ur "merchandise"
