I had to watch that crap 3 times for school, (i have a lot of drawing and animation classes.) It wasn't really bad, but i probably just don't like it cause its anime. The story didn't make any sense to me the first time i saw it either. It's really not as cool when you know what's going on.

Anyway, photoshop can not make animated gifs. You need to use adobe image ready (click the icon on the bottom of the toolbar) or you could do it the easy way and make the banner in photoshop, and then add the animated element in another program like flash.
