Me too, all you do is walk to place to place and talk to people who have nothing interesting to say and just move you onto the next person. If you accidentally punch someone the police instantly locks you up.

a goood solution would be to block and talk to them.
they will yield. and you only talk to one person before you get into the oblivion gate and that doesnt take long because you can fast travel...also, im sure you ran around and got locked up and whatnot in the first 30 mins 'cus it takes that long to get out of the starter area (sewers).
