Not true. Well, as a matter of fact, it is true, but that didn't make much difference. Santiago was built in 1541, which isn't a lot later that Ciudad de Mexico, for example.
Maybe you mean fully colonized. But Chile was already making money for the Spanish Empire by the end of the XVI century.

The problem on installing this program in the U.S., in my own opinion, is that CHile is much different from the States, socially speaking. There's a really SHITTY distribution of wealth, one of the worst of the hemisphere, in fact. Now, I couldn't tell if thesocial security issue deals with it, helps it or makes it worse, but I'm pretty sure that it's a program that works better with countries with a shitty distribution of wealth. Now, I'm no economist, so maybe I'm just babbling a mouthload of crap, but hey, each one entitled to his own, right?
