A privatized school system doesn't have to be that black-and-white. What's going on here, for example, is that there are three kinds of schools, basically: Private schools, public schools and 'mixed' schools (or 'subventionated' or whatever that damn word is in English).
Mixed schools receive a moderate subvention for salaries and equipment from the government and have to comply with certain guidelines from the Education Department. These schools have low monthly fees (in dollars, it can cost anywhere between $10-$30 per student) and they're notoriously better than public schools.
Private schools are substantially more expensive, but from what I've heard they're still more accesible than U.S. private schools. (Around $200 per month)
I've been in all these kinds of schools, and I can say that the best choice for most of the population is a 'mixed' school. The improvement of the quality of the education between a mixed school and a private one is minimal, and, if anything, only gives the parents a certain 'status' of having their kids in a private school.

Then again, I couldn't tell you for a fact this is the best way of doing things. After all, Chile's educational system has been repeatedly proven to be one of the worst of Latin America.
