It's not a Democracy like we have as the general public don't have so much influence over the government, but the Council members do vote each other in. I would have the general public vote certain members in using the democratic system we have now, while other members are chosen among themselves.
And an oligarchy is not always known for failing, its known for being replaced by our current government system (Democracy) which has been known to fail severely (the Nazis took power using the Democratic system), and Democracy will inevitably be replaced anyway. I would just rather see people trying to think of a new system as a good replacement rather than let it be replaced by UN rule.
WHY are so many people obsessed with Democracy and believe it to be the perfect government? Because they grew up in a Democracy with all its propaganda. Democracy is a religion, and most westerners follow that religion without question, they assume it must be right and it must give us the most freedom. Those who realise the problems with Democracy and want something better seem to assume Communism is good. Then there are those who say Dictatorship, who usually aren't being serious (even if they think they are) or they are thinking things through without the assumption that freedom is the best thing.
Personally I think there are fundamental problems with all of them. Democracy is flawed not despite it giving power to the public, but BECAUSE of this. The public majority should not be allowed to make decisions when they don't know what's going on. Communism (at least Soviet Communism) is flawed because everyone is forced to be 'equal' under the State, so nobody has any freedom. A Dictatorship could potentially be the best system except that humans are corrupted when power is given to them, and all that power should not rest in the hands of one easily-corrupted individual.
I think a completely new system should be thought up. I believe that a good government system for a large state would be some kind of Council that runs things, so the members of the Council have to be in agreement with one another, and possibly follow certain laws that they can't change (in order to protect individual freedom). These Council members should be trained as Philosophers, so they run the country not for their own gain, but do what is right for the people and the state.
If possible, however, I believe humankind would be much better off if we lived in smaller settlements, like Kibbutzim. Each community would be large enough to be a community, but small enough that everyone knows and trusts each other, and they should be self-sufficient so they need never rely on any outside influence. Then each community can run itself.
