Generally speaking most people are falsely diagnosed with Aspergers. Yes, you're absolutely right in the bit that true Aspergers is indeed a genetic mutation of sorts, like Down syndrome, a comprehensive analysis and scanning of the chromosomal pairs of those "affected" and further prodding into their psyche has revealed that many are by no means Down with Aspergers.
A large, large cut of these people really are just dorks n' nerds who have been diagnosed by terrible, hasty doctors and demand special treatment. That's all I can think of saying right about now. :/

Mostly just a syndrome though. The other posters are totally right when they say it is linked to just not talking to others enough. However, enough social interaction can actually mellow this out to the point where you can pretty much act like a completely normal human being eventually.
I knew a guy who was FALSELY diagnosed with this back as a Freshman at my school.... turned out he used it as an excuse and as a crutch, blaming all the dislike towards him on the syndrome - feeling the need to mention it in nearly every other sentence. Not a fun experience.
