Chibi's follow anatomy regular pretty closely actually, other than the massive head, the body is still pretty intact.

I'd like to know what that hairstyle is called, until than, no the hair needs fixing.

You're only 13, your art isn't that great cause you haven't had as much practice as someone much older than you, or even a little older than you.
It's all practice, and though gimp'll make your lines cleaner, they won't make it much better.

On the topic of opening 3d programs, I tried blender, with no experience, guidance or tutorials, and the only thing I figured out how to do was move a box around, put a color on it, turn it, and render it.

It's the thing you use for what you do?
Photoshop is what i first re-installed when i got windows 7, and the tablet drivers.
Than drew while the rest of my shit installed.

You're talking about that ring that shows up when you put the pen down right?

Go to control panel, go to hardware and sound>pen and touch
Pen options will open up, on the list should be press and click, highlight it and go to settings, and disable it.
