These laws won't pass because they simply won't work. There's no way to get rid of all the old unregistered ammo. The serial numbers would have to be on the shells since the bullets distort when you fire them, so you can just file off the serial number on the back or just pick up the shell after you shoot someone. The only effect this law will have on me is that i'm putting aside a few bullets to my Carcano. Unregistered magic bullets ftw.
