If you don't know how to draw, i don't think it's a good idea to make flash..
Yes, a Tablet is good to have. (i know what i'm talking about).
but if you want to learn how to animate, you could find some tutorials or you could buy a Animation book.. (Animators survival kit by Richard Williams is a good one)

well, still if we give him some help and toturials he wont be famous and on the portal..but he might just get some interest in animation and start experimenting with flash.

But actually i totaly agree with you, some people don't bother to learn flash anymore. they just want to be famous and on the portal..
