well um. that depends on how much money you are willing to pay for it.
i have a bamboo and it's quite nice for its priceclass i think, though i havent tried many others so i cant really say anything for sure. but yeah i recommend it, it's not that expensive and its easy to use. but if you are like really rich and crazy about doing digital art you should probably get one of those intuos-bitches or maybe even cintiq.

But, I couldn't tell if it lags on yours cause on my computer it worked great.

the viewer should be top priority either way, ruining the viewers experience for the sake of making it look as pretty as possible is just silly. even though it might run smooth on your own computer

your computer doesnt have a brain so the best way is always to draw your own inbetweens to make it smoother
you really shouldnt rely to much on built-in stuff, at least not if you actually want to learn something
