iv gotta few questions bout whistel blowing that aint in the FAQ

1. i was just in the portal and there was a flash called "child scat porn" and it was rated "adult" but yet was just some badly draw scribble, can i blow the whistle for that

2. how many times do you need to blow the whistel befor it goes up a level??
