This is disgraceful - and an embarresment to have such a cruddy government in place. Judging by your calculations, it seems that a 4 day school week would be useful - but in my opinion I think that people wouldn't come to school as refreshed as you think so - four days of school would encourage laziness I think. And why would there be less fights happening?

I don't reckon we're de-evolving, most of us have always been stupid. The same things happened in the past - we just didn't have planes, the internet, or weapons of mass destruction back then... But I think we won't evolve until most of our species dies from an all poweful virus because we live in a world where the sickly and weak can survive - unlike in the wild where it's survival of the fittest.
