But if the developers scrapped the idea, it does make sense, but its weird that they made Kangaskhan rare as fuck in the Safari zone and Cubone was just all over the place..

Well, marowak doesnt need to llok like kangaskhan, and it does make sence, its not the being without a mother that changes its appearance... when pokemon hold a cartain item, they can evolve into something different.. in this case its a baby kang' that's holding a skull which changes it into a marowak.
