It's something that vanished after the redesign. It'll probably be back soon, so you can see how many votes you'll need.

before i vote on my stats page it says that i have 90/100 points then after i vote I check it again and it still says 90/100

Make sure you've got it set at 16bit when you export from your software. also try exporting it as a wav then convert it to a mp3. hope this helps.
