when you load a website your browser being clever saves elements of the page, this includes images and stylesheets to a "cache", this is so that when you go back to that website you don't have to redownload the stuff, saving your own bandwidth and the bandwidth of the server.
Clearing your cache removes all these files, so it's basically saying "Hey newgrounds, please resend me everything that is used to view this page!" and then it does. So if you go to newgrounds.com at 10pm and then at 10:30PM bob changes the colours of links, if you return at 11PM you'll still see the old colours because your browser has saved the files that set the colours, clearing your cache would update to the latest version and you'd see the new links. Some websites get around this with code to tell your browser to refresh stuff when it's changed.

You're correct about medals, when you receive a medal it's added to the ng database for your account, you are however wrong about the saved games. Saved games in the majority (except those that have an account system) are saved to your computer, depending on your browser this can be included in your cache (although I think it's normally temporary files, but browsers act differently.). So saved games are limit to your computer, if you remove the files then you'll lose the game.
