I was afraid that would be the case...
Now I gotta spend a little more money to upgrade my 9 year old computer with all stock internals.

Any suggestion on a cheap video card, but is still decent. I'm not looking for some masterpiece of a graphics card, just one to give me a little bit of a boost in FPS. The current game I am playing sometimes gets so bad. When I am in a crowded room, my FPS goes below 15, leaving me virtually helpless.

Also, what would be more important, a better graphics card, or a faster processor?

Concerning FRAPS, I have the full version of FRAPS, and when I take a video, once I press the hotkey to initiate the recording, my FPS (frames per second) drop way down to a point where the game is unplayable.

Any way to fix this?

For your finisher, you can do a Shoryuken, a Flying Knee, or a Low Crscent Sweep

It's all in the technique.
