While I've just bought a tablet for more intensive work, I'm currently working on a rough storyboard for a flash animation that will only use stick figures. I'll leave a picture below for sake of example. As you can see by looking at it, a mouse works just fine for stick figures. You're able to create basic movements and blink cycles using just your mouse, so there's no need to upgrade unless you decide to experiment with a more specific or complicated style.
