Yes, I used to have ajavascript:BBSPost.Save(); cat...After about 30 minutes or so you usually get bored or they get bored with a dog, they always seem WAY more entertaining, hell I love running with my dog on the field. Not only will this be nearly impossible to make(And your batshit insane.), it will also most likely be the FULL end of Mankind because people wouldn't be able to make enough time to get into a Fallout Shelter so no one would survive World War 3 if it ever happens. At least with World War 3 some people will survive and it won't be the end of Mankind.
How in any way, shape or form will this have a positive effect on Mankind? Because that's what Technology was created for to help Mankind. Weapons such as guns, swords and even Bones and rocks are fine. But nuclear bombs are just a threat to mankind.
