Stand about two yard or two from him, and kind of poke around with the left trigger to get a lock on him. (he can only be hurt when you've targeted him) After he's dead rally your minions by holding B, as the halfling soldiers come in and start plicking them off one by one....

I think going into Iraq was a good idea just executed... poorly.
